By STAN FINGER – McClatchy Newspapers WICHITA, Kan. – Conditions were ideal for a major tornado outbreak in Kansas and Oklahoma Saturday afternoon and evening, weather officials said, and the Wichita area was particularly vulnerable.

Tornado that raked southeast Wichita rated EF3. The National Weather Service has rated the tornado that tore through Oaklawn and southeast Wichita Saturday night as an EF3, with maximum winds of 165 miles an hour.
